After being instructed by the water park to stop nursing on the lazy river, mom is “upset and appalled.”

I was very horrified.

The water park employees told a woman from Georgia that she couldn’t nurse in the water, and she was “appalled” by their statement.

Two-times mother Tiffany Francis posted on Facebook on July 14: “Today was a different day. I have never in my years of nursing parenting had one single bad comment made to me about breastfeeding while out in public.

Francis disclosed that she had brought her 11-month-old baby Landon and 4-year-old daughter Olivia to the Warner Robins water park known as Rigby’s Water World. Francis could breastfeed while they floated in an inner tube, as she frequently did at Rigby’s, so they entered a lazy river before Landon’s sleep.

On Facebook, she posted, “He enjoys motion to sleep. He can fall asleep easily in a car or on a swing, therefore he will do the same in the lazy river.

Francis alleges that a lifeguard stopped to speak with her and told her, “Ma’am you can’t breastfeed in the lazy river.”

She said, “I kind of laughed because I thought he was just making a very bad joke.” After he went on, a woman walked over and informed me that I wasn’t allowed to use the radio. I tried to take the kid away, but as soon as he latches, he latches.

Olivia, Landon, and Francis left the pool to investigate Francis’ assertion that the second employee reiterated the no-breastfeeding rule.

Naturally, no mention of children was made other than the need that infants wear swim diapers, which her son did. Francis stated that when she requested to speak with a manager, the manager told her there was “No food or drinks in the water.”

When the baby was latching, my breast was out of the water, and the milk was solely flowing into the baby’s mouth, she wrote, “Imagine all the bodily fluids being excreted into the water but they’re worried about breast milk.” But it wasn’t even about him eating in the water; it was about the impression it gave to other guests.

I simply wanted to let the other mothers know because I’m so shocked and worried by how breastfeeding mothers are treated at Rigby’s Water World.

Francis said that Rigby’s denied her request for a refund of her $92.99 season pass. She stated that day, as she left the institution, she cried.

Francis cited Georgia law, which “allows a mother to breastfeed her baby in any location [where] the mother and baby are otherwise authorized to be.”

Breastfeeding is allowed in 50 states, including Georgia, according to the National Conference of State Legislatures, and 31 of those states do not include nursing in their definition of public indecency laws.

Francis disclosed to TODAY.com that she routinely breastfeeds at Rigby’s, including earlier that day in a separate pool when nobody “batted an eye.”

“I was wearing a one-piece swimsuit, and my son’s head covered more of my breast than just my suit did,” the woman asserts. My top was sufficiently down for him to feed, but it made no visible difference.

The mother explained that the park was so packed that day that there wasn’t much of a spot for her to nurse elsewhere.

Francis states that Steve Brown, the vice president of operations at Rigby’s Water World, phoned her two days later to apologize.

Brown tells TODAY.com that immediately after the event, Rigby’s altered their breastfeeding policy and that staff members had undergone additional legal training.

He claims that nursing has always been allowed in the park’s other areas. “We had a policy in place that didn’t allow breastfeeding in the river that was line with the health department’s standard on no eating or drinking in the pools,” he claims.

According to the regulations set out by the Georgia Department of Public Health for public swimming pools, spas, and recreational water parks, “Bathers shall not be allowed to eat or drink while in or partially in the water.”

Francis was allegedly welcomed to nurse there, ideally in the shade on a beach chair, and she never received a request to leave the water park; rather, she departed on her own volition.

“We reviewed our policy, reaching out to other experts who operate aquatic facilities,” he asserts. When I learned that it is legal for moms to nurse anywhere they are permitted to be, he continues. We then decided to allow guests to breastfeed in the pools if they so chose.

Brown said that he called Francis to express regret for the “misguided” strategy.

He says, “We thought that was against the health law. Although there are many points of view on the subject, we want to follow the law, thus it was a misunderstanding and my fault for interpreting the law incorrectly.

Brown confirmed Francis won’t receive her seasonal pass back in accordance with Rigby’s policy.

“In this case, we didn’t tell (Francis) that she couldn’t come to the park or ask her to leave the park,” he asserts. We have not offered her a refund because she is more than welcome to return to the park and breastfeed anywhere she pleases.

Francis asserts that she finds it impossible to imagine returning to Rigby’s.

“I don’t know what they expected—for me to lay down while they broke the law?” she queries. “Especially for something that mothers are constantly being shamed for.”
